Many people complain that they have very less click through rate with adsense and some even mention that adsense is not really working good for them and its not worth the hype it got so far.

Choosing the right ad unit also plays an important role, just make sure your ad units fits well in to your template, don’t choose ad units that don’t fit your templates and also using Ad-units that is proved to show maximum clicks is a good choice, ad units like 300 x 250, 160 x 600 etc.. are highly recommended by experts.
Less Traffic:
When you got a low traffic site, then its less likely that users will click your ads, more visitors you attract to your blog more clicks you get. So working on your traffic is a basic need to get maximum clicks on your ads.
And yes I can think of yet another reason, perhaps you have not added the adsense codes in your page, only when you place those adsense codes in your page you ads will appear and users will be tempted to click it, so make sure your ads are displaying in your site.
